La Comisión Fulbright inicia con entusiasmo y de manera coincidente con el lanzamiento de nuestra nueva página web, una etapa de rápidos cambios y diversificación en sus programas de becas. Además de las tradicionales becas de post-grado, nos complace anunciar nuevos programas que permitirán ofrecer mayores oportunidades para profesionales peruanos y para instituciones académicas interesadas en recibir a profesores visitantes de los Estados Unidos.
Este año daremos inicio al programa Fulbright - OEA para especialistas en ecología y medio ambiente con experiencia en el desarrollo sostenible y la formulación de políticas públicas para América Latina y el Caribe. Iniciaremos también el "New Century Scholar Program", un original programa de apoyo a la investigación, que permitirá la configuración de equipos internacionales de investigadores especialistas en temas de interés mundial. A partir del presente año, el "Senior Specialist Program" ofrecerá la oportunidad a las universidades e instituciones académicas peruanas, de presentar propuestas para invitar a especialistas de los Estados Unidos para participar en seminarios, realizar consultorías y colaborar en el desarrollo de materiales de enseñanza. Este programa complementa nuestro "U.S. Scholar Program" y permite presentar propuestas abiertas, que indiquen únicamente el perfil del profesor que la institución requiere. El Council for International Exchange of Scholars (CIES), con sede en Washington D.C., mantiene un registro de profesores calificados para ser convocados para el programa y colabora en la identificación de un profesor adecuado a las necesidades de la institución peruana.
Desde el año 2000, el Perú participa con gran éxito en el "Teacher Exchange Program". Mediante este programa, profesores de colegios de los Estados Unidos intercambian puestos de trabajo con colegas peruanos. De esta manera el Programa Fulbright colabora con colegios de Lima y provincias fomentando el intercambio cultural desde la etapa de formación escolar.
Este año, la Comisión Fulbright reanuda sus esfuerzos por organizar la Asociación de Ex - becarios. Hacemos un llamado a nuestros "alumni" peruanos y de los Estados Unidos para colaborar con la organización de la asociación. Les rogamos visitar la sección de la asociación, de modo que puedan enviarnos información de contacto que nos permita incluirlos en las actividades de la Comisión.

As
saddle-back tamarin monkeys leap across the trail in a steamy Peruvian jungle,
biologist Jose´ "Pepe" Alvarez talks to a visitor, apparently oblivious to
the cacophony of bird song in the background. Sudenly, he stops in mid sentence.
"Did you hear that?", he asks, cocking his head slightly. Alvarez has isolated
a single tune that, to untrained ears, is indistinguishable from the larger
chorus. "That´s Herpsilochmus gentryi", he announces.
Until a few years ago, H. Gentryi, the ancient antwern, was unknown to science. Then Alvarez discovered this four-inch-long, yellowish bird with black spots. It is just one of several new species he´s found since 1995. Over the past five years, Alvarez has spent thousands of neck - breaking hours peering up through binoculars at the forest canopy, his head frequently surrounded by a clod of mosquitoes. To attract a particular bird that he´s heard before, but neither seen nor captured, he plays tapes of its songs that he´s recorded previously. Without Alvarez´s remarkable ear, most of this species would probably have remained undiscovered for many years. None of them are remarkable visually; all the birds are small and their color ranges from olive green to dull brown. Today Alvarez is considered one of the world´s top discoverers of new Neotropical birds. What makes his discoveries particularly impresive, is that he began to identify an amazing number of bird songs before receiving traning from a professional ornithologist.
In March 1997 he persuaded the Institute for Research on the Peruvian Amazon to back a petition he´d written asking the government to declare the land on one side of the highway between Iquitos and Nauta a reserve. After two years of relentless campaigning, Alvarez was finally rewarded when officials created the Allpahuayo - Mishana Reserve. Beyond protecting his new species - most of them endangered - the reserve shelters a total of about 475 kinds of birds, nine of which were not known to exist in Peru un til he catalogued them. Allpahuayo - Mishana also is home to new amphibians and plants, including the fern that he discovered, as well as dozens of endangered plant and animal species. And according to Alvarez, it houses more species of plants, reptiles and perhaps amphibians overall than any other reserve of its size in the world.
Last fall,
after teaching himself English and winning a Fulbright scholarship, Alvarez
began attending Lousiana State University, his first choice and the world´s
leading university for the study of Neotropical birds. For his thesis research,
which he plans to begin this summer, Alvarez will study new patches of unexplored
white-sand forest in the northen Peruvian Amazon, searching for new bird species
that may ultimately help get parcels of this habitat protected there as well.
He´s hoping that his new degree will provide additional scientific authority
to convince policy makers and the public that the forests should be sustainably
used and protected. More training, of course, should also hep Alvarez find
more new species. But he insists that such discoveries, exciting as they are
personally, are never an end in themselves. "The birds interest me because,
thanks to them, I was able to convince offficials to protect the forests.
That is the real importance".
